I vote foreshadowing. Virus said this Arc was planned out pretty early on, so it would be no surprise if they had cameoed her cult there as foreshadowing. I wonder if there are any other hints of foreshadowing buried in the earlier comics that we just haven’t noticed yet?

I think you got the wrong comic number. I can’t see anyone resembling Vitani in 472, except possibly the figure on the far right in panel 2. Even then, it could easily be a coincidence.
