I’m not convinced it’s possible for navies to /not/ be a big thing of any functional society. We just don’t have any stories that required them yet.

Dirty jokes aside, that actually raises a very interesting question. Are navies really even a big thing in the EN world? Everything we’ve seen so far are aircraft and ground forces/vehicles.
